The immediate response to a post-crisis emergency produces a “new city” that, overlapping the existing city, duplicating it and replacing it. Thus the dimensions of emergence and permanence coexist in the same spatio-temporal representation of the present.
"Two half cities" that permeate themselves without a project that qualifies their compatibility and cohabitation. Accidental juxtapose predominates over the spatial integration. The chaotic overlap produce spatial and social fragmentation.
The observation shows that the so-called “temporary interventions” (homes, services, shops, schools, new infrastructures) influence negatively the environmental and landscape quality of the contexts in which they are located. These negative dynamics are particularly evident in the Italian contexts affected by the most recent earthquakes in Umbria (1997), in L'Aquila (2009) and in central Italy (2016).
The research perspective is to define a new multiscalar design approach that considers the post-disaster interventions not only as functional responses to the emergency prevention and management program, but also as resources able to qualify the process of reconstruction the city.
This specific issues will be illustrate observing the case of central Italy, recently affects by the earthquake (2016)
The design perspective cannot be reduced to the improvement of the technical-functional components (materials, technologies, durability, comfort, energy) of post-disaster interventions. More strategically, it is necessary to think them as the traces to built an urban and territorial regeneration for the socio-economic rebirth of the context.

The themes just menzionated will be the focus of the Urban Planning program
The students will be asked to develop a multiscale project into the context of Norcia hit by the 2016 earthquake.

The city of Soffronia of Italo Calvino is a paradigm.
Soffronia consists of two half cities: the “temporary one” of the roller coaster, the carousel, the circus and the “fixed one”, built with stone, marble and cement. But it is the fixed city that periodically dismantled itself and taken to another city. The temporary city remains which with its regenerative potential looking for a new fixed city to be revitalized and mobilized.

The city of Norcia represents, infact, an exemplary case study for the hypothesis of work: the consistency of temporary interventions has irreparably compromised the existing landscape.
